You can have as many tabs or tab sets as you'd like, as long as they each are within their own container.

If you do not have CSS, all panes become visible - without Javascript and CSS, the tab links will anchor to the pane you select.

ID's used in the pane's LI are used only for usability when JS and CSS are not available. They are not required for the JS functionality.
